Minnesota has maintained a pupil-teacher ratio of approximately 17 to 1 since 1986. Choice is also a favored word in Minnesota. The state's public schools have an "open enrollment" program that allows elementary and secondary students to go outside of their regular school district to enroll in any public school of their choosing. And many school districts offer "magnet" programs, which provide expanded study opportunities in such areas as language, science, computers or arts. High school students who are looking for a challenge may also enroll in college courses free of charge. (Minnesota Living, Minnesota Trade and Economic Development, 1998).
